Statement of ICC President Judge Tomoko Akane on 17 July, Day of International Criminal Justice
The adoption of the Statute in Rome on 17 July 1998 was, without doubt, one of the greatest day for international law and for the fight against impunity for the most serious crimes. It was built on a shared conviction that impunity for grave crimes threatens the peace and security and wellbeing of the world.
As we mark the Day of International Criminal Justice we reflect on our commitment to continuous improvement in performing that crucial mandate. Our mission is to fight impunity for the most serious crimes under international law: genocide, crimes against humanity, war crimes, and the crime of aggression.
In over 20 years of existence the ICC has grown into a robust judicial institution. We focus on delivering accountability for the perpetrators and redress to victims, in accordance with the rule of law and with full judicial independence.
This year, the Day of International Criminal Justice comes at a time of heightened global tensions and renewed attacks on the very institutions tasked with upholding international law especially during armed conflicts. The Court stands in solidarity with these institutions as well as their personnel. While the ICC, its officials, and other actors in the field of justice have come under increasing pressure, attacks, threats and sanctions, the Court will remain undeterred in fulfilling the mandate given to it by the 125 States Parties.
At this very moment, countless civilians live in ruins, subject to treatment contrary to international law. International justice is a lifeline for survivors, a signal of hope and a path of healing for the victims, and the way to break the recurrent cycles of violence and vengeance.
The Court will continue working for these countless victims and it is our collective duty to cherish this precious project – the Rome Statute system – that was created by the wisdom of mankind.
On this 17th of July, we must also reflect on the imperative need for the full cooperation and support of States for the ICC’s work. And the more States join the Rome Statute, the stronger is the force of legal protection against the most heinous crimes. Now more than ever, the world must rally around the promise that impunity should not be an option and that law must be the strong and adequate answer to violence and international crimes. I firmly believe that, united by our unwavering commitment to international justice, we can further strengthen our collective bond and ensure that this important institution continues to thrive.
We have a tremendously important mandate, which can only be fulfilled with global support. Together, we can build a more just world.

El 17 de julio de 1998, fecha de la aprobación del Estatuto de Roma, fue sin duda uno de los días más importantes para el derecho internacional y para la lucha contra la impunidad respecto de los crímenes más graves. Se construyó sobre la convicción compartida de que la impunidad de graves crímenes amenaza la paz, la seguridad y el bienestar del mundo.
Al celebrar el Día de la Justicia Penal Internacional, reflejamos sobre nuestro compromiso con una mejora permanente en la realización de ese mandato crucial. Nuestra misión consiste en luchar contra la impunidad respecto de los crímenes más graves según el derecho internacional: el genocidio, los crímenes de lesa humanidad, los crímenes de guerra y el crimen de agresión.
En sus más de 20 años de existencia, la CPI ha pasado a convertirse en una institución judicial robusta. Nos centramos en asegurar que los autores de los crímenes rindan cuentas y que las víctimas obtengan reparación, de conformidad con el estado de derecho y con plena independencia judicial.
Este año, el Día de la Justicia Penal Internacional tiene lugar en un momento de crecientes tensiones mundiales y de nuevos ataques contra las propias instituciones encargadas de defender el derecho internacional, especialmente durante los conflictos armados. La Corte se solidariza con estas instituciones y con su personal. Aunque la CPI, sus funcionarios y otros actores en el ámbito de la justicia han sido objeto de crecientes presiones, ataques, amenazas y sanciones, la Corte seguirá sin inmutarse en el cumplimiento del mandato que le han encomendado los 125 Estados Partes.
En este preciso instante, innumerables personas civiles viven entre las ruinas, sometidas a un trato que va en contra del derecho internacional. La justicia internacional es de vital importancia para los sobrevivientes, es una señal de esperanza y un camino de curación para las víctimas, y es la forma de romper los ciclos recurrentes de violencia y venganza.
La Corte seguirá trabajando por estas innumerables víctimas y es nuestro deber colectivo cuidar este precioso proyecto -el sistema del Estatuto de Roma- que fue creado por la humanidad en su sabiduría.
Este 17 de julio, también hemos de reflexionar sobre la necesidad imperativa de contar con la plena cooperación de los Estados con el trabajo de la CPI y con su pleno apoyo a él. Y cuantos más Estados se unan al Estatuto de Roma, mayor será la fuerza de la protección jurídica contra los crímenes más atroces. Ahora más que nunca, el mundo debe unirse en torno a la promesa de que la impunidad no debe ser una opción y que el derecho debe ser la respuesta firme y adecuada a la violencia y a los crímenes internacionales. Estoy firmemente convencida de que, unidos por nuestro compromiso inquebrantable con la justicia internacional, podemos seguir fortaleciendo nuestro vínculo colectivo y asegurar que esta importante institución siga prosperando.
Nuestro mandato reviste una tremenda importancia, que solo se puede realizar con el apoyo mundial. Juntos, podemos construir un mundo más justo.
