Regulations of the International Criminal Court published on the ICC website

On 17 June 2004, pursuant to Article 52 of the Rome Statute of the International Criminal Court, the Regulations of the Court were sent to the States Parties. The Regulations ensure the routine functioning of the Court. Organised into nine chapters and 126 regulations, they address issues such as the composition and administration of the Court, proceedings before the Court, Counsel and legal assistance, victims’ participation and reparations, detention matters, cooperation and enforcement and disciplinary measures.

After the adoption of the Rome Statute by States on 17 July 1998 and the Rules of Procedure and Evidence by the Assembly of States Parties on 9 September 2002, the adoption of the Regulations constitutes a significant step in the evolution of the Court.

The Regulations were adopted by the judges of the Court on Wednesday 26 May 2004, during their fifth plenary meeting, following which they were linguistically and grammatically reviewed. In accordance with Article 52 of the Statute, the Prosecutor and the Registrar were consulted in the elaboration of the Regulations.

Pursuant to this provision, the Regulations are now being circulated to States Parties for their comments. In the letter sent to the States Parties, the President indicated that the judges welcome any queries or comments concerning the Regulations, which shall remain in force if, in accordance with Article 52 of the Statute, there are no objections from a majority of States Parties within six months.
