ICC Office of Public Counsel for Victims launches manual for victims’ lawyers in Spanish
Today, 10 October 2013, the Office of Public Counsel for victims of the International Criminal Court (ICC) launched the Spanish edition of its manual for victims’ lawyers. The publication, entitled Representing Victims before the International Criminal Court: A Manual for Legal Representatives, provides guidance on the main issues related to victims’ participation in ICC proceedings. The manual helps legal representatives in their daily work as they present the views and concerns of victims in the proceedings, and also serves as a useful tool for practitioners and scholars in the field of international criminal law.
First published in English and French by the ICC’s Office of Public Counsel for Victims in 2010, the extensive manual has recently been updated, and has proven such an effective tool as to merit further translation. Through the Spanish version, the ICC aims to foster awareness and knowledge among Spanish speakers of the applicable law before the Court. Spanish is one of the Court’s official languages, and the Court is currently conducting preliminary examinations into situations concerning States where Spanish is spoken.
The manual is structured in three parts: Part One contains a general introduction to the ICC and to the role of victims in the proceedings before the Court. Part Two analyses the practice before the Court by argument and includes the most important extracts of decisions with regard to victims from 2005 until 31 December 2012. This part will be updated regularly. Part Three contains practical issues relevant for representing victims in the proceedings before the Court.

Hoy, 10 de octubre de 2013, la Oficina Pública de Defensa de las Víctimas de la Corte Penal Internacional (CPI) ha hecho pública la versión en español de su manual para los abogados de las víctimas. Esta publicación, titulada “Representación de víctimas ante la Corte Penal Internacional. Manual para los Representantes Legales”, proporciona orientación sobre las principales cuestiones relacionadas con la participación de las víctimas en las actuaciones de la CPI. El manual ayuda a los representantes legales en su trabajo diario de presentar las opiniones y las observaciones de las víctimas en las actuaciones y también sirve como herramienta útil para abogados y académicos en el campo del derecho penal internacional.
Publicado originalmente en inglés y francés por la Oficina Pública de Defensa de las Víctimas de la CPI, este amplio manual ha sido actualizado recientemente y ha demostrado ser una herramienta tan útil como para merecer traducciones adicionales. Con la versión en español, la CPI aspira a facilitar el conocimiento y la distribución del derecho aplicable ante la Corte entre la comunidad hispanohablante. El español es una de las lenguas oficiales de la Corte y en estos momentos la Corte está llevando a cabo exámenes preliminares de situaciones relativas a estados en los que se habla español.
El manual se divide en tres partes: la Parte Uno comprende una introducción general a la CPI y al rol de las víctimas en las actuaciones ante la Corte. La Parte Dos analiza la práctica ante la Corte por tema e incluye los extractos más importantes de las decisiones relacionadas con las víctimas desde 2005 hasta diciembre de 2012. Esta parte se actualizará periódicamente. La Parte Tres contiene una explicación de cuestiones prácticas relevantes para la representación de víctimas en las actuaciones ante la Corte.
