ICC First Vice-President and Registrar conclude official visit to Chile
On 19 and 20 May 2025, the First Vice-President of the International Criminal Court (“ICC”), Judge Rosario Salvatore Aitala, and the Registrar of the Court, Osvaldo Zavala Giler, visited Santiago, Chile.
The First Vice-President and the Registrar met with the Minister for Foreign Affairs, H.E. Mr Alberto van Klaveren who they thanked for Chile’s continuous commitment to international justice and for promoting support to the Court. Minister Van Klaveren reconfirmed the steadfast support of Chile to the International Criminal Court. In response to a letter from the President of the Court, Judge Tomoko Akane, which was handed over by the Vice-President, Minister Van Klaveren expressed the Ministry’s commitment to start consultations with the Court with respect to agreements of cooperation in different fields.
The delegation also met with the Minister of Justice and Human Rights, H.E. Mr Jaime Gajardo Falcón with who they discussed the importance of cooperation between the Court and States. Minister Gajardo Falcón expressed his interest to explore venues to strengthen cooperation with the Court, and to organise trainings explaining the functioning of the Rome Statute system to legal professionals.
In addition, the First Vice President and the Registrar met with judicial authorities, including the President of the Supreme Court, Mr Ricardo Blanco Herrera, and the entire plenary of judges of the Supreme Court, as well as with the Attorney General, Mr Ángel Valencia Vásquez. During those meetings, they discussed how to best address the fight against impunity for the gravest crimes both at the international and national level and exchanged best practices, and how to strengthen cooperation between the International Criminal Court and national authorities. In that context, the representatives of the Court also visited the Museum of Memory and Human Rights which commemorates the victims of human rights violations committed in Chile between 1973 and 1990.
During their visit, and as part of a broader initiative of engagement of the Court with States Parties to foster cooperation in areas of mutual interest, the Registrar signed Memoranda of Understanding with the University of Chile, the Pontifical Catholic University of Chile and the University of Talca. These Memoranda establish a framework for cooperation between the ICC and the relevant universities to raise awareness about the ICC's mandate and activities, cultivate expertise, and facilitate knowledge exchange by participating in the ICC's internship and visiting professional programs.
Whilst in Santiago, the representatives of the Court also had the opportunity to give a lecture before the students of the Diplomatic Academy Andrés Bello and of the Catholic University of Chile to discuss on the work of the ICC, in order to raise awareness on the work of the Court to future diplomats and lawyers.

Los días 19 y 20 de mayo de 2025, el Primer Vicepresidente de la Corte Penal Internacional (“CPI”), Juez Rosario Salvatore Aitala, y el Secretario de la Corte, Osvaldo Zavala Giler, visitaron Santiago de Chile.
El Primer Vicepresidente y el Secretario se reunieron con el Ministro de Relaciones Exteriores, S.E. Sr. Alberto van Klaveren, a quien agradecieron por el continuo compromiso de Chile con la justicia internacional y por fomentar el apoyo a la Corte. El Ministro Van Klaveren reconfirmó el apoyo inquebrantable de Chile a la Corte Penal Internacional. En respuesta a una carta de la Presidenta de la Corte, Jueza Tomoko Akane, que fue entregada por el Vicepresidente, el Ministro Van Klaveren expresó el compromiso del Ministerio de iniciar consultas con la Corte respecto a acuerdos de cooperación en diferentes áreas.
La delegación también se reunió con el Ministro de Justicia y Derechos Humanos, S.E. Sr. Jaime Gajardo Falcón, con quien discutieron sobre la importancia de la cooperación entre la Corte y los Estados. El Ministro Gajardo Falcón expresó su interés en explorar espacios para fortalecer la cooperación con la Corte y organizar capacitaciones que expliquen el funcionamiento del sistema del Estatuto de Roma a los profesionales del derecho.
Además, el Primer Vicepresidente y el Secretario se reunieron con autoridades judiciales, incluyendo el Presidente de la Corte Suprema, Sr. Ricardo Blanco Herrera, y todo el pleno de magistrados de la Corte Suprema, así como con el Fiscal Nacional, Sr. Ángel Valencia Vásquez. Durante dichas reuniones, debatieron sobre la mejor manera de abordar la lucha contra la impunidad por los crímenes más graves, tanto a nivel internacional como nacional, e intercambiaron buenas prácticas, y acerca de cómo fortalecer la cooperación entre la Corte Penal Internacional y las autoridades nacionales. En ese contexto, los representantes de la Corte también visitaron el Museo de la Memoria y los Derechos Humanos, que conmemora a las víctimas de violaciones de derechos humanos cometidas en Chile entre 1973 y 1990.
Durante su visita, y como parte de una iniciativa más amplia de colaboración de la Corte con los Estados Partes para fomentar la cooperación en áreas de interés mutuo, el Secretario firmó Memorandos de Entendimiento con la Universidad de Chile, la Pontificia Universidad Católica de Chile y la Universidad de Talca. Estos Memorandos establecen un marco de cooperación entre la CPI y las correspondientes universidades para crear consciencia sobre el mandato y actividades de la CPI, cultivar experiencia y facilitar el intercambio de conocimientos mediante la participación en programas de pasantías y visitas profesionales de la CPI.
En el transcurso de su estancia en Santiago, los representantes de la Corte también tuvieron la oportunidad de dictar una conferencia ante estudiantes de la Academia Diplomática Andrés Bello y de la Universidad Católica de Chile para discutir sobre el trabajo de la CPI, con el fin de dar a conocer la labor de la Corte a futuros diplomáticos y abogados.
