Previously, the OTP published a report on the first three years of its work, the Three Year Report, (September 2006); the Report on Prosecutorial Strategy (2006), and the Prosecutorial Strategy (2009-2012), as well as Strategic Plans (2012-2015), (2016-2018) and (2019-2021).
The Office also published various policy papers – on general policy issues, on The Interest of Justice, on Victims' Participation, on Preliminary Examinations, on Case Selection and Prioritisation, on Cultural Heritage (2021), and on Situation Completion (2021), which are currently undergoing review as part of a renewed policy framework. The OTP also published Reports on Preliminary Examination Activities for 2011, 2012, 2013, 2014, 2015, 2016, 2017, 2018, 2019 and 2020.
The OTP publishes its strategic plans and policies in the interests of providing transparency and clarity on its work undertaken in accordance with the Rome Statute.
Strategic Objectives
As part of the transition to the unified ICC 2026–2029 Strategic Plan, the Office of the Prosecutor has built on the 2023–2025 OTP Strategic Plan, and refined its 2023 goals to ensure continuity. It has identified the following 10 strategic objectives aligned with the ICC’s overarching goals:
- Enhance the effectiveness and efficiency of investigations and prosecutions to deliver timely, high-quality results in the courtroom.
- Strengthen the Office of the Prosecutor’s field presence to improve access to critical information, accelerate decision-making, and bring justice closer to affected communities, thereby enhancing the efficiency and impact of core judicial activities.
- Position the Office as a global technology leader by advancing innovative digital solutions and strengthening cybersecurity to safeguard critical information and platforms.
- Increase operational efficiency and ensure adequate resourcing and staffing to strengthen the Office’s sustainability, resilience, and capacity to deliver on its mandate effectively
- Strengthen global support for the Office by enhancing outreach, deepening partnerships, and fostering cooperation to improve the effectiveness and ability to fulfil its mandate.
- Review and update the Office’s policy and operational framework thereby strengthening the effectiveness and coherence of the Office's work.
- Ensure the effective investigation and prosecution of gender-based crimes, crimes against and affecting children, and slavery crimes by integrating gender-competent and child-competent approaches across all stages of the Office’s work, thereby reinforcing the Court’s broader commitment to inclusive justice
- Support national authorities to fight impunity by delivering effective complementarity activities, providing information for use in national investigations and prosecutions, and positioning the Office as a central hub for accountability efforts within the Rome Statute System.
- Deepen engagement with civil society organisations to raise awareness and support accountability efforts.
- Develop and implement tailored completion strategies for each situation, informed by a joint consideration of situation-specific strategic plans as well as all potential cases across situations, and supported by appropriate communication and outreach to victims and other stakeholders.
