Prof. Roger S. Clark: “Aggression and Other Developments”

Board of Governors Professor Roger S. Clark teaches Criminal Law, International Law, Foreign Relations and National Security Law, and International Criminal Law at Rutgers University School of Law in Camden, New Jersey (USA). From 1986 to 1990 he was a member of the UN Committee on Crime Prevention and Control. In 1995 and 1996, on behalf of the Government of Samoa he argued the illegality of nuclear weapons before the International Court of Justice. He has represented Samoa in the negotiations on the Rome Statute of the International Criminal Court. Professor Clark continues to represent Samoa on the Special Working Group on the Crime of Aggression at the Assembly of States Parties of the Court. He has written and co-authored over a hundred articles and ten books. The most recent books are International Criminal Law: Cases and Materials (2004), International and National Law in Russia and Eastern Europe: Essays in Honor of George Ginsburgs (2001), The Prosecution of International Crimes: a Critical Study of the International Tribunal for the Former Yugoslavia (1996) and The Case against the Bomb (1996). Professor Clark’s educational background includes LL.M. and J.S.D. from Columbia University School of Law (USA), and B.A., LL.B., LL.M., and LL.D. from Victoria University of Wellington (New Zealand).
