Judge Johnston Busingye is President of the High Court of the Republic of Rwanda since October 2006. From 2003 to 2006 Judge Busingye has been Secretary General of the Ministry of Justice of Rwanda.  

While serving as a prosecutor at the National Prosecution Service from 1997 to 2003, he was an appointed member of the Law Reform Commission of Rwanda, which was mandated to develop a legal framework for judicial reform in Rwanda consistent with universal standards of a sound and effective judiciary. From 2000 to 2002 he led the Rwandan delegation in negotiations for the elaboration of the Convention against Transnational Organised Crime.  

From 1994 to 1996 he was Director of the airports. Judge Busingye’s educational background includes a Bachelor of Laws degree from Makerere University, Kampala (1987) and a post-graduate diploma in legal practice from the Law Development Centre, Kampala (1989).
