Spain's voluntary contributions to the Trust Fund for Victims drive critical assistance for victims of international crimes
The Kingdom of Spain, a State Party to the International Criminal Court (ICC) since 2000, has made voluntary contributions totalling EUR 340,000 to the Trust Fund for Victims (TFV) in 2025, reaffirming its commitment to international justice and the rights of victims of crimes under the Rome Statute.
Spain's voluntary contribution, which is the second largest contribution received in 2025, is of an unrestricted nature and will support efforts to redress the harm suffered by victims of Rome Statute crimes through the implementation of reparations awards ordered by the ICC, as well as other programmes aimed at their rehabilitation and well-being.
H.E. Kevin Kelly, Member of the Board of Directors of the TFV stated, “Spain has been a steadfast supporter of the work of the Trust Fund for Victims, and its commitment to international justice is nothing short of laudable. On behalf of the Board of Directors, I warmly welcome Spain's voluntary contributions and implore other States to follow suit and make a stronger stand for victims of the most serious crimes.”

María Consuelo Femenia Guardiola, Ambassador of the Kingdom of Spain to the Kingdom of The Netherlands stated, “Spain reaffirms its strongest commitment to the work carried out by the Trust Fund for Victims. Providing reparations, assistance, and support for victims are essential in the fight against impunity and in ensuring accountability for the most serious crimes, as well as for the international criminal justice system as a whole.”
Spain has been providing regular support to the TFV through voluntary contributions since 2006. It is the 7th highest contributor to the Trust Fund, having provided over EUR 3.3 million in voluntary contributions to date.

Background information about the Trust Fund for Victims
Voluntary contributions to the Trust Fund for Victims ensure the delivery of the reparative mandate of the International Criminal Court by funding services and activities that provide recognition, commemoration and material support through rehabilitative programmes.
The TFV appeals to States Parties and other entities to contribute to the delivery of reparations to victims in dire need, particularly in relation to the Ntaganda and Ongwen cases. The annual programme funding target of the TFV is set at a minimum of EUR 10 million.
Contributions to the Trust Fund for Victims qualify as Official Development Assistance (ODA)-eligible. TFV programmes for the benefit of victims of crimes under the jurisdiction of the ICC contribute to the broader impact of several United Nations Sustainable Development Goals (SDGs), including peace, justice, and strong institutions (SDG 16), poverty reduction (SDG 1), good health and well-being (SDG 3), gender equality (SDG 5), decent work and economic growth (SDG 8), reduced inequalities (SDG 10) and climate action (SDG 13).
El Reino de España, Estado Parte de la Corte Penal Internacional (CPI) desde el año 2000, ha realizado contribuciones voluntarias al Fondo en Beneficio de las Víctimas (FFBV) en 2025 por un total de 340.000 EUR, reafirmando así su compromiso con la justicia internacional y con los derechos de las víctimas de crímenes contemplados en el Estatuto de Roma.
La contribución voluntaria de España -la segunda mayor aportación recibida en 2025- es de carácter no restringido y respaldará los esfuerzos destinados a reparar el daño sufrido por las víctimas de los crímenes contemplados en el Estatuto de Roma mediante la implementación de órdenes de reparación dictadas por la CPI, así como otros programas orientados a su rehabilitación y bienestar.

España apoya regularmente al FFBV mediante contribuciones voluntarias desde 2006. Es el séptimo país que más aporta al Fondo, habiendo canalizado más de 3,3 millones de euros en contribuciones voluntarias hasta la fecha.

Las contribuciones voluntarias al Fondo Fiduciario en Beneficio de las Víctimas garantizan el cumplimiento del mandato reparador de la Corte Penal Internacional, financiando servicios y actividades que ofrecen reconocimiento, conmemoración y apoyo material mediante programas de rehabilitación.
El FFBV hace un llamamiento a los Estados Parte y a otras entidades a que realicen contribuciones para llevar adelante las reparaciones a víctimas en situación de extrema necesidad, especialmente en relación con los casos Ntaganda y Ongwen. El objetivo mínimo anual de financiación del programa del FFBV se fija en 10 millones de euros.
Las contribuciones al Fondo Fiduciario en Beneficio de las Víctimas son admisibles como Ayuda Oficial al Desarrollo (AOD). Los programas del FFBV destinados a las víctimas de crímenes bajo la jurisdicción de la CPI contribuyen al impacto más amplio de varios Objetivos de Desarrollo Sostenible (ODS) de Naciones Unidas, incluidos la paz, justicia e instituciones sólidas (ODS 16), la reducción de la pobreza (ODS 1), salud y bienestar (ODS 3), igualdad de género (ODS 5), trabajo decente y crecimiento económico (ODS 8), reducción de las desigualdades (ODS 10) y acción por el clima (ODS 13).
