ICC Deputy Prosecutor Mame Mandiaye Niang concludes fifth visit to Guinea to discuss complementarity and status of national proceedings
The Deputy Prosecutor of the International Criminal Court (ICC), Mame Mandiaye Niang, concluded his fifth official visit to the Republic of Guinea, conducted from 17 to 19 November 2025.
This visit is part of the Office’s ongoing monitoring and engagement with respect to the national judicial proceedings in Guinea addressing the killing, injury, and sexual violence perpetrated against hundreds of civilians gathered at Conakry stadium on 29 September 2009. Under the Memorandum of Understanding signed on 28 September 2022 between the Office of the Prosecutor (Office) and the Government of Guinea, both parties committed to a series of undertakings to support and sustain accountability processes in Guinea.
During his visit, the Deputy Prosecutor held high-level meetings with the Prime Minister, Mr Amadou Oury Bah, the Minister of Justice and Human Rights, Mr Yaya Kaïraba Kaba, as well as representatives of victims and civil society. The delegation further met with representatives of the United Nations Office of the High Commissioner for Human Rights.
Deputy Prosecutor Niang welcomed the openness of the continuous dialogue between the Office and the Republic of Guinea in the implementation of the Memorandum of Understanding aimed at ensuring effective justice for the victims of the 28 September 2009 events. He emphasised the need for further progress in the national proceedings and encouraged the authorities to take measures towards the completion of the appeals proceedings in the main trial, and the initiation of other related cases.
“Completing these proceedings is essential not only for the victims and the people of Guinea, but also for the broader international community, which continues to view this process as a landmark example of national justice addressing international crimes. Our common responsibility remains to take every possible step to make sure that this process contributes effectively to the establishment of the truth for the serious crimes committed against Guinean victims,” Deputy Prosecutor Niang stated.
The Deputy Prosecutor also welcomed the messages received during his engagements with the Government of Guinea regarding their renewed commitment to accountability and their assurances that the appeal proceedings will continue in the main trial, and the related other trials will start.
Deputy Prosecutor Niang highlighted the presidential decree on reparations as a positive step towards redress and national reconciliation, and encouraged further progress in implementing reparations for victims. He also discussed the importance of preserving the memory of the events of 28 September 2009 and reiterated the Office’s willingness to contribute to such efforts at the appropriate time, including through the transfer of the OTP’s archives relating to the situation in Guinea.
Addressing the association of victims of the 28 September 2009 events, Deputy Prosecutor Niang expressed his deep appreciation for the continued dialogue between the Office and the victims, their associations and civil society actors, and reaffirmed the Office’s firm commitment to remain actively engaged with civil society and national authorities, making sure that justice for the 28 September 2009 events is delivered.
“It is only when all of us join our efforts that we can make sure that those who committed heinous crimes are held accountable. Victims remain at the heart of this process, and we can never give up,” Deputy Prosecutor Niang stated.
Deputy Prosecutor Niang expressed his sincere gratitude to the Guinean authorities for their cooperation, and support throughout this mission and their commitment to keep the Office informed of the concrete measures taken to move the proceedings forward.
