Colombia reaffirms commitment to victims' rights with voluntary contribution to the Trust Fund for Victims
The Republic of Colombia, a State Party to the Rome Statute of the International Criminal Court (ICC) since 2002, has made a voluntary contribution of EUR 17,000 to the Trust Fund for Victims (TFV), reaffirming its commitment to international justice and the rights of victims of crimes under the Rome Statute.
This unrestricted contribution advances the TFV's mandate to make visible the plight of victims, mobilise resources for their benefit, and implement programmes that serve them - encompassing both ICC ordered reparations and other programmes that address the physical, psychological, and material needs of victims and affected communities.
Ms Mônica Jacqueline Sifuentes, Member of the Board of Directors of the TFV stated, "Voluntary contributions are instrumental in fulfilling the TFV's reparative mandate. We commend Colombia's generous support and call upon fellow states in the region to strengthen the Fund through their own contributions. Every contribution counts and sends a powerful message: that the region stands with victims and is committed to justice and accountability."

Colombia's partnership with the TFV spans over a decade, beginning with its first voluntary contribution in 2011. This latest contribution reaffirms the country's commitment to reparative justice.

Background information about the Trust Fund for Victims
Voluntary contributions to the Trust Fund for Victims ensure the delivery of the reparative mandate of the International Criminal Court by funding services and activities that provide recognition, commemoration and material support through rehabilitative programmes.
The TFV appeals to States Parties and other entities to contribute to the delivery of reparations to victims in dire need, particularly in relation to the Ntaganda and Ongwen cases. The annual programme funding target of the TFV is set at a minimum of EUR 10 million.
Contributions to the Trust Fund for Victims qualify as Official Development Assistance (ODA)-eligible. TFV programmes for the benefit of victims of crimes under the jurisdiction of the ICC contribute to the broader impact of several United Nations Sustainable Development Goals (SDGs), including peace, justice, and strong institutions (SDG 16), poverty reduction (SDG 1), good health and well-being (SDG 3), gender equality (SDG 5), decent work and economic growth (SDG 8), reduced inequalities (SDG 10) and climate action (SDG 13).
La República de Colombia, Estado Parte del Estatuto de Roma de la Corte Penal Internacional (CPI) desde 2002, ha realizado una contribución voluntaria de EUR 17.000 al Fondo Fiduciario en Beneficio de las Víctimas (FFBV) reafirmando su compromiso con la justicia internacional y los derechos de las víctimas de crímenes conforme al Estatuto de Roma.
Esta contribución sin restricciones avanza el mandato del FFBV de visibilizar la situación de las víctimas, movilizar recursos en su beneficio e implementar programas que las sirvan, abarcando tanto las reparaciones ordenadas por la CPI como otros programas en que atienden las necesidades físicas, psicológicas y materiales de las víctimas y las comunidades afectadas.
La Sra. Mônica Jacqueline Sifuentes, Miembro del Consejo de Dirección del FFBV, expresó: ”Las contribuciones voluntarias son fundamentales para cumplir el mandato reparador del FFBV. Elogiamos el generoso apoyo de Colombia e instamos a otros Estados de la región a fortalecer al Fondo mediante sus propias contribuciones. Cada aporte es significativo y envía un mensaje poderoso: que la región está del lado de las víctimas y se compromete con la justicia y la rendición de cuentas”.

La reparación de las víctimas no solo implica una compensación económica, sino también el acceso efectivo a la verdad, la justicia y las garantías de no repetición. Atender las necesidades de las víctimas constituye un paso fundamental para consolidar la paz mundial, ya que contribuye a sanar los daños tanto individuales como colectivos, a la vez que fortalece la confianza en las instituciones internacionales. La colaboración de Colombia con el FFBV se remonta a más de una década, iniciándose con su primera contribución voluntaria en 2011. Esta última contribución reafirma el compromiso del país con la justicia reparadora.

Las contribuciones voluntarias al Fondo Fiduciario en Beneficio de las Víctimas garantizan el cumplimiento del mandato reparador de la Corte Penal Internacional al financiar servicios y actividades que proporcionan reconocimiento, conmemoración y apoyo material a víctimas mediante programas de rehabilitación.
El FFBV hace un llamado a los Estados Parte y otras entidades para que contribuyan a la ejecución de las reparaciones a víctimas en situación de grave necesidad, en particular en el marco de los casos de Ntaganda y Ongwen. La meta anual de financiamiento de programas del FFBV se establece en un mínimo de EUR 10 millones.
Las contribuciones al Fondo Fiduciario en Beneficio de las Víctimas se consideran elegibles para la Asistencia Oficial para el Desarrollo (AOD).
