Chile renews its commitment to reparative justice through a new voluntary contribution for victims of sexual and gender-based crimes
The Republic of Chile, a State Party to the International Criminal Court (ICC) since 2009, has made a voluntary contribution of EUR 10,000 to the Trust Fund for Victims (TFV), reaffirming its commitment to international justice and the rights of victims of crimes under the Rome Statute.
The contribution of the Republic of Chile to the TFV is earmarked to support victims of conflict related sexual and gender-based violence. This targeted support will be dedicated to continue implementing programmes in the Central African Republic, Democratic Republic of the Congo or any other situation under the jurisdiction of the Court, through holistic responses to address the unique harms and needs experienced by survivors, including through the recognition of their children and restoring of social links and community well-being.
Ms Mônica Sifuentes, Vice-Chair of the TFV Board of Directors, welcomed the contribution and stated: ‘The Trust Fund for Victims at the ICC warmly welcomes the symbolic and continued voluntary contribution from the Republic of Chile, which evidences the important role of States Parties in Latin America and elsewhere to contribute to the reparative justice mandate of the International Criminal Court.”

Background information about the Trust Fund for Victims
Voluntary contributions received by the Trust Fund for Victims ensured the completion of the first ever reparation programme for victims in the Katanga case in October 2023. Ongoing reparations are also being implemented in the Lubanga and Al Mahdi cases. Additionally, the TFV is actively implementing reparations for one group of victims in the Ntaganda case, who are also part of the Lubanga programme for former child soldiers. The TFV appeals to States Parties and other entities to contribute to the delivery of reparations to victims in dire need in relation to the Ntaganda and Ongwen cases.
Contributions to the TFV are ODA-eligible. TFV programmes for the benefit of victims of crimes under the jurisdiction of the ICC contribute to the broader impact of several United Nations Sustainable Development Goals (SDGs), including peace, justice, and strong institutions (SDG 16), poverty reduction (SDG 1), good health and well-being (SDG 3), gender equality (SDG 5), decent work and economic growth (SDG 8), climate action (SDG 13), and reduced inequalities (SDG 10).
La República de Chile, Estado Parte de la Corte Penal Internacional (CPI) desde 2009, ha realizado una contribución voluntaria de 10,000 EUR al Fondo Fiduciario en beneficio de las víctimas (FFV), reafirmando su compromiso con la justicia internacional y los derechos de las víctimas de los crímenes previstos en el Estatuto de Roma.
La contribución de la República de Chile al FFV, está destinada a apoyar a las víctimas de violencia sexual y por motivos de género en conflictos. Este apoyo específico se dedicará a continuar la implementación de programas en la República Centroafricana, la República Democrática del Congo o en cualquier otra situación bajo la jurisdicción de la Corte, mediante respuestas holísticas que aborden los daños y necesidades particulares de los sobrevivientes, incluyendo el reconocimiento de sus hijos y la restauración de los vínculos sociales y del bienestar comunitario.
La Sra. Mônica Sifuentes, vicepresidenta del Consejo de Dirección del FFV saludó la contribución y declaró: “El Fondo Fiduciario en beneficio de las víctimas de la CPI acoge con especial aprecio la simbólica y continua contribución voluntaria de la República de Chile, la cual demuestra el importante papel de los Estados Parte de América Latina y de otras regiones en apoyar el mandato de justicia reparadora de la Corte Penal Internacional.”

Las contribuciones voluntarias recibidas por el Fondo Fiduciario en beneficio de las víctimas en la CPI permitieron la finalización del primer programa de reparaciones para las víctimas en el caso Katanga en octubre de 2023. Actualmente, también se están llevando a cabo reparaciones en los casos Lubanga y Al Mahdi. Además, el FFV está implementando activamente reparaciones para un grupo de víctimas en el caso Ntaganda —que también forman parte del programa Lubanga para ex niños soldados— y está preparando el programa de reparaciones para un segundo grupo de víctimas de los ataques en el mismo caso. El FFV hace un llamado a los Estados Parte y otras entidades para contribuir en la entrega de reparaciones a las víctimas en situación de extrema necesidad en relación con los casos Ntaganda y Ongwen.
Las contribuciones al FFV están calificadas como Asistencia Oficial para el Desarrollo (AOD). De igual forma, los programas del FFV en beneficio de las víctimas de crímenes bajo la competencia de la CPI, contribuyen al logro de varios Objetivos de Desarrollo Sostenible de las Naciones Unidas, incluidos la paz, la justicia y el fortalecimiento de las instituciones (ODS 16); la reducción de la pobreza (ODS 1); la salud y el bienestar (ODS 3); la igualdad de género (ODS 5); el trabajo decente y el crecimiento económico (ODS 8); la acción por el clima (ODS 13); y la reducción de las desigualdades (ODS 10).
