Mr Ronald Marapon Dela Rosa, born on 21 January 1962 and a national of the Republic of the Philippines. Police officer who held various positions in the Philippine National Police (PNP) in the Davao region, the position of Chief of the PNP and the position of Director General of the Bureau of Corrections, during the relevant time period. 

Arrest warrant issued as secret on 6 November 2025 ; unsealed on 11 May 2026

Allegedly responsible for the crime against humanity of murder allegedly committed at least between 3 July 2016 and the end of April 2018, during which no less than 32 persons were killed, in the Republic of the Philippines, by virtue of his involvement in a common plan to kill alleged criminals in the Philippines (including those perceived or alleged to be associated with drug use, sale or production).

Mr Rodrigo Roa Duterte, born on 28 March 1945 and a national of the Republic of the Philippines. President of the Philippines, Mayor of Davao City, Vice Mayor of Davao City, and allegedly the founder and head of the Davao Death Squad (‘DDS’), at the time of the relevant conduct.

Arrest warrant issued on 7 March 2025

Allegedly responsible for the crimes against humanity of murder and attempted murder, allegedly committed on the territory of the Republic of the Philippines between 1 November 2011 and 16 March 2019 in the context of the ‘war on drugs’ campaign.

Khaled Mohamed Ali El Hishri (‘El Hishri’) is alleged to have been a senior official of the armed group Special Deterrence Force (known as SDF/RADA), in charge of the area of Mitiga Prison where women and young children were detained.

Arrest warrant issued on 10 July 2025.

Suspected of 17 counts of crimes against humanity and war crimes allegedly committed in Libya between 1 May 2014 and 30 June 2020. These crimes encompassed:

  • imprisonment or other severe deprivation of physical liberty, outrages upon personal dignity, cruel treatment, torture, and other inhumane acts committed against detainees principally at Mitiga Prison, as charged in counts 1-6; and
  • rape and other forms of sexual violence, murder, attempted murder, enslavement, and persecution of certain persons principally at Mitiga Prison, as charged in counts 7-17.

Mr Osama Elmasry Njeem, also known as Osama Almasri Njeem. Alleged to have been in charge of prison facilities in Tripoli, where thousands of persons were detained for prolonged periods.

Allegedly responsible for the war crimes of outrages upon personal dignity (article 8(2)(c)(ii) of the Statute); cruel treatment (article 8(2)(c)(i)); torture (article 8(2)(c)(i)); rape and sexual violence (article 8(2)(e)(vi)); and murder (article 8(2)(c)(i)), committed in Mitiga Prison from 15 February 2015 onwards; as well as for the crimes against humanity of imprisonment (article 7(1)(e)); torture (article 7(1)(f)); rape and sexual violence (article 7(1)(g)); murder (article 7(1)(a); and persecution (article 7(1)(h)), committed in Mitiga Prison from 15 February 2015 onwards.

Charges: two counts of crimes against humanity allegedly committed in 2011 in Libya. Case also involved charges against Saif Al-Islam Gaddafi and Abdullah Al-Senussi. Case against Mr Al-Senussi declared inadmissible on 11 October 2013. Case against Muammar Gaddafi terminated on 22 November 2011.
