Ag Abdoul Aziz, Al Hassan
Alleged member of Ansar Eddine and de facto chief of Islamic police. Alleged to have been involved in the work of the Islamic court in Timbuktu.
On 26 June 2024, Mr Al Hassan was convicted of the crimes against humanity of torture, persecution and other inhumane acts ; and the war crimes of torture, outrages upon personal dignity, mutilation, cruel treatment and passing sentences without previous judgment pronounced by a regularly constituted court, affording all judicial guarantees which are generally recognized as indispensable. He was acquitted of the war crimes of rape, sexual slavery and attacking protected objects ; and the crimes against humanity of rape, sexual slavery and other inhumane acts in the form of forced marriage. This judgment is subject to appeals. On 20 November 2024, Mr Al Hassan was sentenced to 10 years of imprisonment.
El Hishri, Khaled Mohamed Ali
Khaled Mohamed Ali El Hishri (‘El Hishri’) is alleged to have been a senior official of the armed group Special Deterrence Force (known as SDF/RADA), in charge of the area of Mitiga Prison where women and young children were detained.
Arrest warrant issued on 10 July 2025.
Suspected of 17 counts of crimes against humanity and war crimes allegedly committed in Libya between 1 May 2014 and 30 June 2020. These crimes encompassed:
- imprisonment or other severe deprivation of physical liberty, outrages upon personal dignity, cruel treatment, torture, and other inhumane acts committed against detainees principally at Mitiga Prison, as charged in counts 1-6; and
- rape and other forms of sexual violence, murder, attempted murder, enslavement, and persecution of certain persons principally at Mitiga Prison, as charged in counts 7-17.
Ngaïssona, Patrice-Edouard
Alleged most senior leader and the "National General Coordinator" of the Anti-Balaka in Central African Republic (CAR).
Mr Ngaïssona is alleged to be responsible for crimes committed in this context in various locations in the CAR, including Bangui, Bossangoa, the Lobaye Prefecture, Yaloké, Gaga, Bossemptélé, Boda, Carnot and Berberati, between at least 5 December 2013 and at least December 2014, as follows:
crimes against humanity: murder and attempted murder, extermination, deportation or forcible transfer of population, imprisonment or other severe deprivation of physical liberty, torture, rape and attempted rape, persecution and other inhumane acts; and
war crimes: murder and attempted murder, torture, cruel treatment, mutilation, outrages upon personal dignity, intentionally directing attacks against the civilian population, intentionally directing attacks against buildings dedicated to religion, pillaging, rape and attempted rape, enlistment of children under the age of 15 years and their use to participate actively in hostilities, displacement of the civilian population and destruction of the property of an adversary.
Said Abdel Kani, Mahamat

Charges: crimes against humanity (imprisonment or other severe deprivation of liberty; torture; persecution; and other inhumane acts; and war crimes (torture, cruel treatment and outrages upon personal dignity) allegedly committed at the Office Central de Répression du Banditisme (‘OCRB’) in Bangui (CAR) in 2013.
Yekatom, Alfred
National of the Central African Republic, born on 23 January 1975 in Bimbo. Former caporal-chef in the Forces Armées Centrafricaines, and a member of parliament in the CAR. Allegedly commanding a group of around 3,000 members operating within the Anti-Balaka movement. Also known as "Alfred Saragba", "Rombhot", "Rambo", "Rambot", "Rombot", "Rhombot", "Rombo", or "Romboht".
Mr Yekatom is alleged to be responsible for crimes committed in this context in various locations in the CAR, including Bangui and the Lobaye Prefecture, between 5 December 2013 and August 2014, as follows:
crimes against humanity: murder, deportation or forcible transfer of population, imprisonment or other severe deprivation of physical liberty, torture, persecution, and other inhumane acts; and
war crimes: murder, torture and cruel treatment, mutilation, intentional attack against the civilian population, intentional attack against buildings dedicated to religion, enlistment of children under the age of 15 years and their use to participate actively in hostilities, displacement of the civilian population and destruction of the adversary's property.
