Mr Edmond Beina, also known as “BEINA of Tedoa”, “BEÏNA”, or “BAINA”, a national of the Central African Republic (CAR), aged approximately 35-45 years old, reported to be from Tedoa, CAR.  

Arrest warrant issued on 7 December 2018. Unsealed on 7 November 2024.

Allegedly responsible for the crimes against humanity of murder and attempted murder, extermination, deportation or forcible transfer of population, imprisonment or other severe deprivation of physical liberty, rape and attempted rape, and persecution ; and the war crimes of murder and attempted murder, intentional attack against the civilian population, pillaging, rape and attempted rape, displacement of the civilian population, and destruction of the adversary’s property – allegedly committed in Guen, Central African Republic, between at least 1 February to early April 2014.

On 12 September 2025, Pre-trial Chamber II determined that the Central African Republic is willing and able to genuinely investigate and prosecute the case against Mr Beina and that the case against Mr Beina is inadmissible.

Mr Nasser Muhammad Muftah Daou (‘Al Lahsa’), Libyan national born on 4 April 1973 in Tarhunah, Libya

Arrest warrant issued on 6 April 2023. Unsealed on 4 October 2024.

Allegedly responsible for the war crimes of murder, outrages upon personal dignity, cruel treatment and torture. The crimes were allegedly committed in relation to events in the city of Tarhunah, namely during the operation “Flood of Dignity”. The Al Shaqaqiat tribe, also known as the Kani family, emerged as an influential local power in Tarhunah who controlled the police and local armed forces until around 5 June 2020 when the Kaniayt (a group of seven Al Kani brothers) lost its control over Tarhunah after having taking a role in the fights between the Tripoli based forces of the Government of National Accord and the then Libyan National Army based in Benghazi to which the Kaniyat were affiliated and integrated for a certain period of time.

Allegedly responsible for the crime against humanity of murder allegedly committed at least between 3 July 2016 and the end of April 2018, during which no less than 32 persons were killed, in the Republic of the Philippines, by virtue of his involvement in a common plan to kill alleged criminals in the Philippines (including those perceived or alleged to be associated with drug use, sale or production).
