Ag Ghaly, Iyad
Mr Ghaly, also known as "Abou Fadl”, was born in the Kidal region, is of Malian nationality, of Tuareg ethnicity, and a member of the Ifoghas tribe. There are reasonable grounds to believe that he would be the undisputed leader of Ansar Eddine, which at the time had control of Timbuktu, Mali, jointly with Al Qaeda in the Islamic Maghreb ("AQIM").
Mr Ghaly is suspected of being responsible for the following crimes:

war crimes: murder of soldiers placed hors de combat in Aguelhoc; rape, sexual slavery and any other form of sexual violence; violence to person (mutilation, cruel treatment and torture) and outrages upon personal dignity (humiliating and degrading treatment); intentionally directing attacks against buildings dedicated to religion and historic monuments; and

crimes against humanity: imprisonment or other severe deprivation of physical liberty; rape, sexual slavery and any other form of sexual violence; torture; other inhumane acts causing great suffering, or serious injury to body or to mental or physical health; persecution on religious grounds; and persecution of women and girls on gender grounds.

Charges: five counts of crimes against humanity: murder, extermination, forcible transfer, torture, and rape; two counts of war crimes: intentionally directing attacks against a civilian population as such or against individual civilians not taking part in hostilities, and pillaging; three counts of genocide: by killing, by causing serious bodily or mental harm, and by deliberately inflicting on each target group conditions of life calculated to bring about the group's physical destruction, allegedly committed at least between 2003 and 2008 in Darfur, Sudan
Dela Rosa, Ronald Marapon
Mr Ronald Marapon Dela Rosa, born on 21 January 1962 and a national of the Republic of the Philippines. Police officer who held various positions in the Philippine National Police (PNP) in the Davao region, the position of Chief of the PNP and the position of Director General of the Bureau of Corrections, during the relevant time period.
Arrest warrant issued as secret on 6 November 2025 ; unsealed on 11 May 2026
Allegedly responsible for the crime against humanity of murder allegedly committed at least between 3 July 2016 and the end of April 2018, during which no less than 32 persons were killed, in the Republic of the Philippines, by virtue of his involvement in a common plan to kill alleged criminals in the Philippines (including those perceived or alleged to be associated with drug use, sale or production).
Gaddafi, Saif Al-Islam
Honorary chairman of the Gaddafi International Charity and Development Foundation and acting as the Libyan de facto Prime Minister, at time of warrant. Arrest warrant: 27 June 2011
Charges: two counts of crimes against humanity: murder and persecution, allegedly committed in 2011 in Libya.
Case also involved charges Muammar Gaddafi and Abdullah Al-Senussi in warrant issued on 27 June 2011. Case against Abdullah Al-Senussi was declared inadmissible on 11 October 2013. Case against Muammar Gaddafi was terminated on 22 November 2011, following his death.

Harun, Ahmad Muhammad

Charges: 20 counts of crimes against humanity: murder, persecution, forcible transfer of population, rape, inhumane acts, imprisonment or severe deprivation of, and torture; and 22 counts of war crimes: murder, attacks against the civilian population, destruction of property, rape, pillaging, and outrage upon personal dignity, allegedly committed at least between 2003 and 2004 in Darfur, Sudan.

Kony, Joseph
Alleged Commander-in-Chief of the Lord’s Resistance Army (LRA), at time of warrant. Arrest warrant: 8 July 2005
Charges: Joseph Kony is accused of 39 counts of war crimes and crimes against humanity, allegedly committed between at least 1 July 2002 until 31 December 2005 in northern Uganda. The accused is still at large. While case originally involved Raska Lukwiya, Okot Odhiambo and Vincent Otti, proceedings against them were terminated due to their passing.
Kuzhugetovich Shoigu, Sergei
Born on 21 May 1955, Minister of Defence of the Russian Federation at the time of the alleged conduct.
Allegedly responsible for the war crime of directing attacks at civilian objects (article 8(2)(b)(ii) of the Rome Statute) and the war crime of causing excessive incidental harm to civilians or damage to civilian objects (article 8(2)(b)(iv) of the Rome Statute), and the crime against humanity of inhumane acts under article 7(1)(k) of the Rome Statute. There are reasonable grounds to believe he bears individual criminal responsibility for the aforementioned crimes for (i) having committed the acts jointly and/or through others (article 25(3)(a) of the Rome Statute), (ii) ordering the commission of the crimes (article 25(3)(b) of the Rome Statute), and/or (iii) for their failure to exercise proper control over the forces under their command (article 28 of the Rome Statute).
